Even though 38 states have legalized cannabis for medical and/or adult-use, possession of a single joint remains a federal crime. In 2021 and 2022, the U.S. House of Representatives approved a bill to legalize cannabis under federal law with a focus on equity (the MORE Act). But under the current House leadership, no legalization bill has advanced out of committee, and even modest reforms haven't received a floor vote.
We have compiled a guide of current members of the U.S. House of Representatives, including their votes and cosponsorship on key bills in the last few years. In cases without a voting history, we reviewed candidates' public statements and/or their records when they were in state legislatures. (Unfortunately, this year we did not have the bandwidth to include challengers or candidates for open seats.) MPP has assigned a letter grade for each incumbent based on their stance on federal legalization and other reforms.
You will notice a wide range of differences in stances between lawmakers. Some are vehemently opposed even to incremental reforms like rescheduling and SAFE banking. We believe these are key stances for their constituents to know. Federal reform requires Congressional action, so be sure to check out where your House member stands.
