In 11 states, voters will be choosing their next governor on Election Day. In many races, there is a stark contrast between the candidates. Governors have a tremendous impact on cannabis policies in their states, from signing or vetoing bills to overseeing agencies that can implement, expand, or obstruct existing cannabis laws. To help inform voters, MPP’s voter guide provides a round-up of where major party gubernatorial candidates stand on cannabis policy reforms in all 11 races.

This voter guide reviews U.S. Senate candidates’ public stances, responses to MPP’s survey questions, and — for incumbents and those holding other elected offices — whether they have supported cannabis policy bills. 2024 State Ballot Initiatives

This year’s elections will be key to whether New Hampshire finally lives up to its “Live Free or Die” motto. In the governor’s race, legalization supporter Joyce Craig and prohibitionist candidate Kelly Ayotte are squaring off in a race ranked as a “toss up” by Cook Political Report. Meanwhile, the state Senate race has several open and competitive seats that will be crucial to if — and how — New Hampshire legalizes cannabis.
The 2024 election will impact Hawaii’s cannabis policy in the next biennium. All state representative seats are on the ballot, as are half of the state Senate seats. The Hawai‘i Alliance for Cannabis Reform (HARC) created a voter guide that explains where the candidates stand on cannabis legalization and includes responses to a candidate questionnaire, information on how incumbents voted on key cannabis bills, and other publicly available information on candidates’ stances.
This year’s elections will be key to whether North Carolina finally elects a legislature that is willing to pass medical cannabis legislation and/or improve its limited “decriminalization” law. In the governor’s race, legalization supporter Josh Stein (D) is squaring off against prohibitionist candidate Mark Robinson (R). Meanwhile, every seat in the state Senate and House are on the ballot. The results will be crucial to if — and how — North Carolina cannabis policy evolves.
