On April 21, 2023, Gov. John Carney (D) announced that he will allow companion legalization bills — HB 1 and HB 2 — to become law without his signature. HB 1 took effect on April 23, 2023, while HB 2 becomes law on April 27.
Both bills were sponsored by Rep. Ed Osienski, and both passed the legislature by veto-proof supermajorities. Gov. Carney had vetoed a simple legalization bill in 2022.
