Permits adults 21 years of age or older to possess and purchase up to one ounce of cannabis flower;
Directs the Alcoholic Beverage Control Division (ABC) to regulate and oversee the adult-use cannabis market, including the licensing of manufacturers and dispensaries;
Requires the ABC to promulgate regulations for the testing, packaging, and labeling of cannabis products to ensure product safety;
Gives existing medical cannabis businesses corresponding adult-use licenses while creating an additional 40 adult-use dispensary licenses;
Provides localities the option of limiting or banning cannabis facilities within their jurisdiction if approved by voters in a local referendum;
Establishes a 10% supplemental sales tax on cannabis (in addition to normal state and local sales taxes); proceeds from this tax are directed to support public safety, medical research, and drug courts; and
Makes several technical changes to Arkansas’ existing medical cannabis program.
What the measure does not do
Allow adults to cultivate cannabis at home; or
Require employers to change their workplace drug use policies.
